Dr.Josue Blaise Habimana

Dr. Josue Blaise HABIMANA is a seasoned professional with over 17 years of experience in the public health programs, community and social services, and human services, working in both Africa and the United States. His diverse roles include community health, health governance, program coordination, project management, technical advisory, and training.
Dr. Blaise has extensive expertise in areas such as HIV/AIDS, nutrition, WASH (Water, Sanitation, and Hygiene), reproductive health, and gender and women’s leadership. He has successfully managed programs funded by the Global Fund, The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) ; United States Agency for International Development (USAID), and various government initiatives, contributing to their success.
One notable achievement under his leadership involved training 300 Community Health Workers in maternal and newborn care, resulting in a significant decrease in maternal and newborn deaths. He also strengthened data management, monitoring, and evaluation in 2 district hospitals and 200 health centers. In his role as District Program Coordinator for a $57,000,000 USAID-funded project in Rwanda, Dr. Blaise enhanced healthcare governance and management, engaging with district-level health stakeholders.
He has served as Managing Director for SHS Ltd, a private company that had a mission to address issues related to poor hygiene and sanitation. He also served as an M&E officer at the Ministry of Health in Rwanda, providing technical support for the Ministry of Health/Decentralization and Integration project.
Through a USAID-funded program, Dr. Blaise initiated projects supporting vulnerable young women, leading to 1,000 students returning to school and resolving family disputes among 200 families. He also supported 120 local government leaders in the governance of health services with a budget of $1,500,000.
As a Project Manager through USAID DREAMS with a $2,000,000 budget, Dr. Blaise successfully uplifted 3000 young girls in education attendance, reproductive health, and women’s rights promotion. Blaise through the US funded program implemented by Intrahealth international in Collaboration with Ministries of Health of and Local government as health Governance Technical Advisor has been able to lead and successfully equip district vice mayors, Hospital Director generals, and other health Managers across the country on governance and leadership to foster development and tackle barriers impeding progress in health sector in Rwanda.
In the United States, he served as a Human Services Specialist for the State of Arizona, receiving recognition for his compassion and commitment to the safety of Arizona residents. Throughout his career, he has consistently shown dedication to supporting vulnerable populations, particularly young girls, and the elderly, successfully managing and advising on complex programs. His is fluency in more languages including French and English put him on plate of successfully serving a multicultural setting.
Blaise, holding a bachelor’s in sociology, a master’s in international health and development from Mount Kenya University, and a Doctorate in Organizational Leadership from IGMS in Washington.
